It's usually best to just start by reading through some of the forum posts, especially those in the Tutorial section. But here is a quick reference checklist you can use to make sure you are following the rules.
For most sites and offers, you must:
** Be 18 yrs. of age, a US resident, or Canadian
** Have only 1 freebie account per household
** Be PayPal verified; if you have a Paypal account, double check that you are verified, if not, just ask PayPal to verify your account.
** Use your real name, address, email, etc.
** Be consistent with your info on all freebie sites and offers
** Use the SAME EMAIL ADDRESS for all freebie sites and offer
** Have a bank credit or debit card with a Visa or MC logo

You also need to:
** Lower security settings in your internet browser (Go to Internet Options, and check on Accept All Cookies)
** Disable any add-on toolbar, if it blocks popups or spyware
** Make sure there are no script blockers or popup blockers running
** Be consistent with your name and address abbreviations
** Notify a freebie site if you must use a cell phone for phone verification
