So if the Referral signed up last month and hasn't gotten all their credits yet, will it count for the Sept Referral Race when they go Green and I cash out? (PLEASE)

No, but I will give a grace period for them to count for the August promo.
If they joind in August and green on or before the 2nd of this month, you'll still get the 10% and the 1-in-5 promo from last month.
